i need help making the voicals more clear in this audio

Even by applying careful noise reduction, level enhancement and EQ I can hardly make out any words at all - just the odd one or two here or there. And without any context they make no sense at all. The problem is that if you haven't captured the information in the first place, then it simply can't be magic-ed up out of nowhere, despite what they try to kid you on CSI...
