improving phone convarsation record

I have phone conversation records which the other side is barley can be heard.
i've tried to improve the record by gaining the volume of other side using Audcity and with the help of "Automatic gain control" plugin, but it is still very hard to understand the other side sayings.
Is there any more techniques to use?
