Levels not matching up when recording or playback. Delay?

I am not sure how to explain this, and it's happened to every adobe version I've had, and it seems to be getting worse. I have followed multiple forums here, and it's still happening, so I figured I better post something.

When you are recording or playback in editor waveform, it lags even on playback. The audio doesn't match up. I do a lot of restoring old vinyl, so the audio always as to match for me. I am using a presonus studio 68c in asio mode buffer rate of 1024 sample rate or 4100.
