"LoadLibrary failed with error 1114" when the Audition is opened

I installed Adobe Audition cc 2018, but this error shows when I try to open it. If I translate the error into English, then it means "LoadLibrary failed with error 1114: Dynamic Link Library initialization routine failed”, and I tried to reinstall it several times, the error still exists. If I click the "Yes" button, the whole program was shut down.

My system is windows 10. How can I solve the problem?
