Lots of noise

Hello

This recording has so much of noise. Is it possible to clean it so that the speech is understandable?

I'm afraid that you're never going to get that to sound good, because the audio content stops at about 3kHz - which is why it sounds muffled. And the noise isn't easy to deal with either. You can improve the clarity a bit by using the parametric EQ to reduce the levels around 200Hz by about 15dB (use a Q of about 0.7) but even this doesn't help much. If you do this, it may be a little more understandable though - but not much.
