Need expert advice fir speech clarityOr chain of processes

I have tried and tried but voice is still coming through as musical notes rather than clear speech. First four minutes and 20 seconds of this very long file is attached. If anyone could tell me a process Or chain of processes to clean the entire file it would be extremely helpful. Please help!

Hello,

that sounds like you are trying to edit with Noise Reduction. That depends on how good or bad the original recording is.

That sounds as though it's been massively over-processed by NR with just the statistical bubbles remaining. Is that the only version of it you have? If it is, I'm afraid that you won't be able to do a thing with it.
