Noise to be crisp and clear. It's staticy, distorted, and muffled now.

Can someone please help me on the steps and settings how to fix this audio? I want it to be  crisp and clear. It's staticy, distorted, and muffled now. .Fast forward 5 minutes into it.  In this attachment: Thanks.Much appreciated.

There is absolutely no way that this can be fixed at all, I'm afraid. How was it recorded?

It was on www.online-voice-recorder.com   There was no software to be installed or app. I just pushed play and stopped it , downlaod it on my computer, and uploaded it on google drive.

Without actually trying it, I can't say exactly where this is failing, but it certainly is somewhere!
