Odd Issue That Ruined My Recording

Previous recordings have come out sounding fine, my most recent one is a mess. I've thrown on a Vocaroo link to a clip of the afflicted audio. I'm thinking it's a sample rate problem but I'm not sure. Does anyone have any experience with a similar sounding issue, and is this audio salvageable? It's fine if it's not, but I really want to know what the problem is so I can avoid it in future.

It does indeed sound as though it's been re-sampled on the fly on the way in, and very badly; the sort of thing that Microsoft can do to you if you aren't careful. How exactly did you make the recording?

I recorded the audio through Audition. As an aside, the recording would stop every now and again in the previous session we had. My best guess is that my USB mixer was disconnecting and just so happened to disconnect between recordings in such a way that broke the set sample rate.
