Outputting MP3 files at 64 Kbps and 44 KHz

I'd like to output my files to the following:

 

MP3 64 Kbps CBR

41000 Hz

 

But Audition seems to force64 Kbps CBR files to be 24000 Hz. 

Is there a way to get to the specs I'm aiming for?

You have to bear in mind that the stream rate of the file is constrained by the sample rate and the highest frequency that could be handled at that rate and the number of channels. 44.1k stereo at 64kbps would sound pretty bad. It may well be constrained to stop you doing something rather daft. The other thing to note is that the encoder is bought in, and not constrained by Adobe at all...
