overload indicators not functioning

When recording the overload indicators on the level meters don't function anymore how overload the incoming signal may be. I tried resetting Audition (CS6) and I even reinstalled the software but to no avail. It is just like if a hidden hard limiter is at work. Even with ridiculous high input levels the signal seems not to go over 0 db. Can anyone explain me that (and give me a tip how to resolve this?

    I'm working in an Windows 7 environment. The signal comes from an external source (or from an internal hard disk) , is injected in a Allen & Heath Qu24 mixer and then it goes through my Roland Quad Capture device. No limiting or compression whatsoever is applied. Neither have the settings on my computer been modified (save the fact that I augmented the size of the buffer in Edius 8 to the maximum value of 8 Gb but I suppose that this cannot affect Audition!).     What audio drivers are you using for the Roland? Do you have the latest ones provided by Roland? Apparently the Roland has something called 'Autosens' which might have some bearing on the fact that audio levels never get up to 0dBFS. If they worked previously then something must have changed but not, I suspect, anything to do with Audition, unless you have changed the Device Class settings in the Audio Hardware prefs page. The level and Peak sensors on Audition's input side are sent by the audio interface drivers AFAIAA. Do the Peak indicators work OK if you turn up the level when playing back pre-recorded audio files?
