Perceived Loudness Variation after Using Adobe Audition CC Match Loudness Function

I listen to music at low volume levels when using my computer. I have tried Match Loudness using numerous loudness standards, tolerance and max true peak level settings to no avail.  I still end up with songs that have varying perceived loudness levels.  When listening, I hear pronounced volume levels between songs.  The last settings I used were:

Match To:  EBU R128

Tolerance:  0 LU

Max True Peak Level:  -12 dBTP

Using these settings, my resulting perceived loudness levels vary between

-23 dB and -17dB.  

How can I obtain more consistent perceived/real world volume levels?

Why null that amount of headroom? Set the True Peak Max. to something like -1.0 dBTP.  Match to ITU-R BS.1770-3. Set the (I) Target Loudness to something like -18.0 LUFS. If your outputs are too loud for your taste - adjust the (I) target accordingly. Leave the True Peak Max. as described.
