Processing Effects Slower on Z600

We replaced a Z210 i7-2600 with a Z600 and dual Xeon processors. The user is reporting that processing effects on single and multi track sessions are taking 2 times longer on the new machine. Is this to be expected? Is there something I am missing about Audition not taking advantage of the second processor?

The Z600 is running windows 10 1709 with 24GB of ram and an SSD.

Audition build is 11.1.0.184

I believe that similar questions have been asked before and that the reply generally has been that it depends on what Audition is doing as to how many processors or cores are used at any one time. It is quite likely that processing of an effect probably only uses one process stream at a time. Therefore if your new PC has a slower clock speed CPU than the old one then effects' rendering speed may not be as fast despite more cores/processors.
