Record level limited to -9

Why would I be unable to record audio above -9?  It's applying a limiter to the audio as I'm recording and leveling out and distorting everything louder than -9.  I'm recording mono voiceover files.  Tried 24bit, 48k and 16bit, 44.1k.

The only thing I can tell you from what you've said is that it's not Audition's fault. Audition records very faithfully what it's sent from your sound device, and cannot alter this in the slightest. So initially we'd need to know a) whether this is on a Mac or a PC, and b) exactly what your sound device is...

    It's a PC.  After your response, I tested other devices.  It works fine from one USB interface (Audiobox) but not my USB mixer (Behringer XENYX 1204).
