Recording Latency? Doubling? When An Audio Hardware Change is Made

Hi there, I'm having a strange issue that hopefully y'all can help me with. When I start to record a broadcast, randomly the recording will echo/double/whatever. I've narrowed down that it typically happens when an input/output is changed. I've attached an example below. Can someone tell me why this is happening, and if there's a way to predict/prevent it? Thanks!
