Redocking ToolBar to top of screen

I'm running Adobe Audition Ver 12.1.5.3. This should be a simple move but I can't get it to work. If you move the Toolbar from its default position I cannot drag it back to its original layout at the top of the screen under the menu bar. The default layout has all the tools in one horizontal row. When I try returing it by dragging it to the default position my Toolbar now has three rows of tools making it much thicker. How do I return it so it looks like the original layout?  Right now I'm "Resetting to Saved Layout" in the Workspace Menu.

Interesting - I hadn't tried that before, but you are correct; it doesn't obey the same rules as other moveable panels do. I'm not sure whether this is by design, or it's an 'undocumented feature' - enquiries will be made...
