Stuck: Cut & Drag & Snap

Im not sure what I toggled off, but I swear previously I was able to Cut a section, then drag the clip close to the cut and it would snap into place without any refinement needed. Now I have to zoom in or overlap the cut. 

Any suggestions on how to turn this feature back on?

    Dead easy, this one! Right-click on the timeline, select 'snapping' and make sure there are checks in Enabled and Snap to clips.
