The reason is probably because you haven't installed any additional languages or voices - this is basically a Microsoft add-on, not an Adobe one. The instructions about using this feature in Audition are here.

Thanks for yor help but im sure, i have voices. There must be another problem

They are not just 'there', you have to download and install them specifically. Have you done that?
