Okay pros, I cannot find a way to clean this up.  I know there has to be a dehum and noise reduction process done and I've done both but can't get any improvements.  Ideas?

    I don't think that there is a dehum and noise reduction process that will adequately fix this. Fortunately for you there doesn't have to be, because that noise is pretty constant (and rather complex), and the Sound Remover tool works reasonably well on it. You may be able to improve on this, but my quick go at it started from about here (I used the whole of the early part of the clip as a sound model):

    And that gets the content a lot clearer. You will still get a bit of background noise modulation, but I don't think you'll ever quite lose that. Better to get a bit more of it, loop it and add it as a constant background.
