tiny amplification at end of recording CS6

I notice after I record a file, such as a music file from the web, at the final recorded fade is a tiny blip of higher amplified audio.Is there a way to eliminate other than a manual edit? It gets tedious to aply a smoth fade to the section.

 

Also, do edits lock to markers? I thought they did, but did not notice a secure lock on the marker as an edit point when I went to make a cut

Most stuff you record from the internet just stops - or you stop it. Where are these fades coming from? But whatever's left, for whatever reason, will have to be removed manually, yes. A little more explanation of exactly what you're doing might help, though...

 

As for what you can snap the cursor to, there's quite a range. If you right-click with the cursor on the timeline, you get all the options:
