É possivel tratar o audio do primeiro video e deixar a qualidade do discurso do locutor o mais proximo possivel a qualidade audio do segundo video? A ideia é sobressair a fala acima dos ruidos externos, da melhor maneira possivel.

I don't know how well it will work, but your only real possiblity is to try using the Adobe Speech Enhancer and see what that does for it. It will clear up some things, but there are no guarantees.
