Vocal Improvement

Hello

I need help to improve the vocal, an event talk from long ago.

I did a normalize. I then did a noise reduction.

I then found using Effects/Multi compressor/ Internet delivery - did help to improve slightly.

I then attempted to use Filter/ Parametric Equalizer using notch 3 and 4. There I could make changes however the improvement was less than desirable.

I would welcome a suggestion on how to improve this vocal that was aquired from a reel to reel tape recorded 1970.
