I'm looking to get a new Windows machine. I want Adobe Audition to love it. I want to be able to run session with loads of tracks and loads of effects and not have my machine studder when I do. This is what I'm working with now. Here's what it looks like in Task Manager while I try to play back a large session which the computer cannot do smoothly without studdering the whole time:

I want a real powerhouse. Any recommnedations? Not only on particular componants but not manufacturers, too. Who should I go to build me a sweet machine that will work effortlessly and reliably for years to come?

Hey guys, thanks for the advice. I will definitely be taking this all into consideration. My current computer was built by ADK, but they since went out of business. My previous computer was a Sweetwater Creation Station, which was very very reliable, but the only model they make now is still just an Intel Core i7-somethingK. So now I'm going to look into PC Audio Labs. Anyone have experience with them?

Probably a Intel Core i9-9900K with the appropritate high-end motherboard (Intel 300 series chipset), SSDs everywhere (especially for temp files), as much RAM as you can buy, and then spend the time and effort optimising Windows - which may make more difference than all of the foregoing. Oh, and get a top-end graphics card too - that can actually make things go a lot smoother. I have no idea who is going to build this for you, though.
