508 check for high color contrast

I am going in circles. We have to do a high color contrast check for 508 assessibility. The course looks good, except for my buttons.  I keep them simple, dark background, light text so they comply with the color contrast. When I check the high contrast they come out black on black or white on white, or if I fix so they appear in high contrast, they don't show in regular mode. I can't get the colors to work for regular viewing, color contrast and high contrast. Is anyone required to do this?
