508 Compliance (Tabbing Issue on Progress Bar)

When attempting to use the tab button to select buttons on the progress bar, the TOC button is completely skipped over.  What sort of issue or unchecked function would cause a visible button in the progress bar to be skipped in the tabbing process?

    It could be they took it out of the tab sequence since the TOC is not 508 compliant anyway? It was included in previous versions. As a last resort it may be possible to add it through JavaScript.
