Accessiblity Issues- Non-actionable items have tab stops

Hi Everyone,

I sent my project to my 508 team and it bounced back with this issue: non-actionable items have Tab stops." My project's tabs run perfect in IE and Google Chrome but the 508 team tested it with NVDA + Firefox. I don't know how to resolve it. Any help please?

Another question: Does the screen reader read the button's hints? If yes, can the hint replace the Accessibility Name of the button? If I've both the button's hint for sighted users and the Accessibility Name for visually impaired users, does it mean that the screen reader will read it twice?
