Adding CC to sync with video inserted in Captivate 2019- does not sync when published

In Captivate 2019, a slide begins with text & images until 5 seconds in timeline. At 6 seconds a video is inserted to the slide to be played when clicked. 

When we try to add CC to sync with the video's voiceover, the sync just never happens. Even when the markers are placed at exact spots to match the voiceover, when published, the CC is progressively ahead of the voiceover.

Anyone experienced this before? Does Captiavate have a fix for this?

    I would prefer to have the video on another slide, which can be done without the learner even be aware of the slide transition. Reason of your lack of synchronizing is that the static objects on the slide will load much quicker than the video. The playhead is released immediately. Especially for big videos this will be a problem.
