Adobe Captivate 12.6 - Matching slide - Incomplete Flag / Message

I have an Adobe Captivate 12.6 - Matching slide with 4 options and 4 answers.

When the learner first arrives at this slide, if they click submit, the ( Incomplete Flag triggers ) and they see the Incomplete Message  which indicates they need to answer the question before continuing.

The problem is if the learner fills out one of the four options, and clicks submit without filling out the remaining options, they will get the incorrect Flag since the answer is wrong.

Is there a way to keep showing the Incomplete message until all options have been filled out?

Basically, forcing the learner to fill out the question requirements entirely before submitting.
