adobe captivate 2017 installer issues

Trying to download adobe captivate 2017 on a Windows 10 computer.  Receiving the following error

"installer has detect that a machine restart may be pending .  It is recommended that you quit installer, restart your machine and try again.  Ignore of Quit.

Neither of these options work - tried both.

What is the work around?
