Adobe Captivate 2019 11.5.1 not Loading in win10 64bit

I have just installed Adobe Captivate 2019. It shows the (loads...) screen and closed. I tried uninstalling and re-installing but it is the same. What do you think the issue could be?

    Do you run it with 'Run as Administrator'? Are you connected to the web? Do you also have a CC license? Is the CC app running, which is needed because Captivate allows to use Adobe fonts.
