Hi - new to Adobe Captivate 2019 and noticed in order to be able to use "Animations" - I need to open an additional subscription to Adove Animate - is that true? Does anyone know any other tools out there that can create the .oma files?

Thanks in advance.

You can create some animations with nothing more than notepad if you have a little knowledge of HTML, CSS, and JavaScript .

As Rod mentioned, you can then import them as a part of a zip file. It is not a requirement that the animations be  .OAM  files.

Adobe Animate belongs to the Adobe Creative Cloud suite of apps.  You can purchase a subscription to the app by itself, but if there's any chance you might also be wanting any more than ONE other app in that suite then you are usually wise to just get a subscription to the entire Creative Cloud.  The cost is not much different.

An OAM file is really just a ZIP file that also contains some XML along with the animation file itself.  I don't know of any other apps that create OAM files.  However, it is possible to create HTML5 animations using other apps and then just ZIP the entire set of files required for the animation to run and then bring that ZIP file into Captivate as a web object.
