Adobe Captivate 9 ? about TOC overlaying content

I am creating a course in Adobe Captivate 9 using the Responsive Project because we need the 3 “break points” (desktop, tablet and phone).  However, the Table of Contents (TOC) will only appear on the left side of the presentation and it overlays some of the text on each slide on the left.  Is there a way not to overlay the TOC over the presentation on the left.  We would like to put the TOC on the right side of the course but that option is not available on a Responsive Project per Adobe support and the option is grayed out on the screen.  I tried creating a blank project but that will not work as it does not give us the 3 "break points" that we need for our course.  We need a TOC so any suggestions?
