Adobe Captivate 9 - "continue from where you stopped last time" not working properly

I am producing a module with simulation based scoring (i.e. text entry boxes and click boxes). It does not have quiz reporting enabled at this time. I have a quick 1 frame "Initialization" slide that sets up the visibility of some top menu buttons and their associated content (appearance of text filled smart shapes) using advanced actions on entry. Self-paced learning is enabled in the TOC settings.The module itself is working as intended for the most part (outside of some other small bugs which I won't go into here.)

When the user leaves the module and reloads it later, the "Continue from where you stopped last time?" pop-up box appears, but when the "OK" button is clicked the user is returned to the second slide, not to where they left off. Clicking "Cancel" returns to/reloads at the first slide as expected.

Any insight into why the module will not return to where the user left off or why it skips the first "Initialization" slide and returns to the second slide?

I've searched and searched and haven't been able to find anything on the issue.
