Adobe Premiere -Closed Captioning Button On/ Off as MP4

I am creating videos in Premiere and have added CC and have the side car to turn the CC on and off. My problem is when I export them as a MP4 I can not turn on and off the CC.  Is this possible in Premiere with the file format exportation.
