adobecaptivatews won't connect

Question

Every time I start Captivate 8 (Win 8.1 x64) I'm asked to allow access to communicate with the outside world. Regardless of my answer, I get a 503 Service Temporarily Unavailable when it tries. Unless Temporary has a different meaning to the one I'm used to, I suspect a bug of some kind.

This still appears to be an issue with Captivate 9.

Each time I launch Captivate 9 my AntiVirus software states that it has removed this file: adobecaptivatews

I've done a full system search and I cannot find a file with this name anywhere. Yet I suspect the fact that the virus checker disables it might have some effect on Captivate.

So can anyone tell me what this file is, what it does, and why it might be getting killed by the antivirus software?
