Backward movement through quiz questions blocked

I have included two quiz questions in between slides. I would like to allow the learner to keep forward and backwards movement through all slides, but they are prevented from viewing any slides before the first quiz question using the nex/back buttons on the player bar.

How do I fix this?

The only way I've found is this:

Set quiz to "answer all - the user must answer every question to continue"

Set quiz to NOT "allow backward movement"

I would recommend also to create a instruction slide so the user knows when they go into the quiz they can't leave until they finish.

This arrangement will keep the user on Question 1 until they answer it, then on Question 2 until they answer.  Once they've finished they regain navigation control.  I would like to allow navigation within the quiz, but it seems to be all or nothing.  This is the closest to ideal arrangment I've found.
