My question is this: can Captivate wrap an mp4 video in a SCORM package, preferably SCORM 2004 version 2 or 4, and then "bookmark" the video, so that if a viewer leaves in the middle of the video, upon coming back in the video starts up in the same spot the view left?

Or is this more of an LMS issue?

Thanks!

Yes you can. Use multi slide synchronised video spread across many slides. Let's say the video was 15 minutes and spread across 15 slides. If your user got 10 minutes into the video and exited, upon relaunched, the project would be returned to slide 10 and therefore 10 minutes into the video.

Thanks! Here is a further question along these lines...

Can the "breakpoints" in the video be non-even? For example, have a section that is 3 minutes long on slide 1, then the next be 1 minute on slide 2, then the next be 10 minutes on slide 3 etc.? Or is this multi slide synchronized video automatically split into even-length intervals? I am interested in either way of doing business; so long as the user is brought back close to where they left off, I think that would be acceptable. It would be cool to be able to break out a video into sub-lesson sections that wouldn't necessarily be symmetric. Perhaps the key is to figure out the level of granularity, and assign the number of slides...?

Sorry, but I changed the title of your thread, your name is not relevant.

You can use Video management to change the slide marks and arrange which part you want on each slide.
