Borders disappearing in Captivate 8 and Captivate 9

In the skin editor, we have borders turned on. After updating the publish settings, the borders turn themselves off. We are not sure what it is in the publish settings that make this happen as it doesn't always happen.  We would like the borders to stay on when we turn them on.
