Borders resizing oddly

Has anyone had trouble with borders resizing incorrectly? 

We had a skin with a 41 pt bottom border. Unfortunately, the border disappeared when adding a playbar (set to the right). So we decided to try making the border thinner - 4 pts or so - to see if that would remain visible. Even though we changed the setting, the border on the skin didn't change size. So we took off the bottom border and put on a left border (just to see if the left border would be 4 pts.)  The new border was correctly sized. So we put the bottom border back - nope, it was 41 pts.

Then things got even stranger. With only the Left border turned on, the Bottom border resized as we used our arrow keys to change the pt size of the border.

I was able to recreate this in different projects, so I think I may need to head over to bug reporting, but I wondered if anyone else had experienced strange behavior with the borders.

    Welcome to Adobe Community.

    I am sorry but I do not completely understand what do you mean when you say that it is resizing. I have tried the same settings and this is what I get.

    After Previewing:

    The playbar though covers some part of border but that is as intended. If you want the playbar to show the complete border then you will have to do a playbar overlay.
