Bottom of words cut off in TOC only when published as swf/html

In the preview the TOC is fine and when published as a .exe file it is fine but when published as .swf/html the bottom of words that have hanging characters are not visible.  'g'  or 'p' looks like 'o' and 'j' looks like 'i' etc. Does anyone know how to fix this?  It has nothing to do with character size since there is plenty of real estate in each box of the TOC.
