breakpoint with similar width

so these are my screen size requirement:

Desktop/Laptop – 1024 X 768

Tablets – 1024 X 600

Mobile – 640 X 960

as you see the desktop and tablet both share similar width. Can we define same width for both of the breakpoints?

I tried to do 600 X 1024 for tablet instead so that it could be a vertical lay out. but now there is a clash between my mobile breakpoint and tablet breakpoint because the mobile hight is width is 640 and I cannot drag the breakpoint width past 600.

so i swapped the mobile and tablet views. not convenient because the mobile view is now in landscape and tablet is portrait. 

now when I used edge inspect to check the lay out on my iphone 6 plus, i had to scroll to view the content in portrait view, and the landscape view is messed up.

how do I fix all this?
