Button in Captivate 7 working intermittently

I created a button in Captivate 7 that has a link set up to take a user to a Google form.

Some users complain that the button does not work.

Some claim they need to refresh the browser to make it work.

It happens in different browsers and both Windows and IOS.

Any help would be appreciated.
