My environment spec is:

Browser: internet explorer 9 - must be able to allow active plugin installation

Java: Java SE 7 on the users machine, minimum version 1.7.0_55-b13, medium security level

Shockwave Active X control, minimum version 12.1.0.150

Shockwave Flash, minimum version 12.0.0.214

Can a Captivate 9 responsive project run on this?

IE9 is not ideal for HTML5 because it doesn't have a particularly high compliance score.

Your Shockwave plugin will be of no use because Responsive projects do not use SWF components of any kind.

You may be able to get responsive projects to play in IE9 on a desktop but before committing to this type of project you should do thorough testing of prototype projects that use all elements you would be considering.  Once you create a project as a Responsive you cannot change it to a normal project and vice versa.  So you need to be absolutely sure which type of project you should use BEFOREHAND.
