Can closed captions in the new 2017 responsive design be adjusted so the biggest view is at the bottom and the smallest view is at the top? If so how?

I would like to adjust how the closed captions adjust through out the responsiveness. For example at the largest view I want the dimensions X22% W88% and the smallest view to be X0% W100%. Also the TOC table title can not be adjusted as it was in the break point view.
