Can I add a color to a text box or should I put another box behind it with the color?

Are you talking about a Text Entry Box, or a Text Caption or a Shape used as Text Container?

Can I do it for all three? I am talking about a Text Caption Box.

Also, is there a way I can make all of the items (shapes, objects, ect) the exact pixels within properties? I couldn't find that.

Thanks.

Size and location of any object is in the tab 'Options' of the Properties panel.

Shape are the easiest to change fill and stroke: right away in the Properties panel, tab Style.

For Text Captions you are limited to the styles available in the style dropdown list. To create a new caption with another fill/color is pretty tedious and you need a graphic application. You should find the work flow in the Help documentation.

TEB take on the style which is appropriate for the theme. The Fill can be changed in the Properties panel, Style tab.

Use the Object Style Manager to learn more about styles in Captivate. Styles are part of the theme.
