Can I convert a project from Captivate 7 to Captivate 9 and get the breakpoints (as in a new Cp9 project)? Or, will I have to recreate the project in Cp9 in order to get those publishing features?

With the project (actually many, many modules) in Cp7, I had fixed all of the things that were not supported by HTML5 (slidelets, rollovers, interactions) and was going to simply republish. Now that I've upgraded to Cp9, I hoped that I would open the project, save in Cp9 and then publish for all devices. I think I may have been too optimistic. So, what is the best way to publish for all devices without recreating the content as a new project? Thanks for any insight on this.

No, a responsive project will have to be recreated from scratch, although you can use the assets (open an External Library) from the original files.

Sorry for this disappointing answer.
