I need to know if can Download Adobe Presenter in both, my PC and my LapTop [Surface]. Could anybody know?

Yes. Technically you can download Presenter as much as you want/need as the download of the installer is not limited. However, the EULA between you and Adobe should allow for two activations of Presenter for your serial key. The intention is to allow you to install on your workstation and mobile computer. Your serial key should allow that.
