Can I group multiple responsive files into one PhoneGap ap?

We are creating responsive training for new handheld devices, and the training will reside on the handheld itself.

We are being asked if we can create one ap that holds all 15 learning modules.  Is this recommended, and if there aren't issues what is the best way to proceed.  We tried to use the TOC, but found it interfered with the response rate of swiping or tapping.
