Can I use Adobe Captivate to make an educational app?

I am using Adobe Captivate 2017 to spread awareness regarding safe internet usage. I want to know if I can use it to directly create an app that I can then send to teachers and parents or I would need a developer who would then create an app.

You can publish a responsive project to an app (iOS or Android), using PhoneGap but you'll have to require what is needed to distribute it using Android Play Store or the Apple store. For Android I succeeded to distribute an app directly, after publishing, but I fear that is not so easy for iOS (always more limits built in).
