Can skin buttons be "programmed"

Again, forgive me if this is covered elsewhere, I just couldn't find it.

I would like to turn the infamous "i" button to a "menu" button. I see how to edit it in Flash. But where do I go to change the behavior?

    Thanks for getting back with me, Rick. I don't know what FlashHelp or WebHelp buttons are.
    I am refering to the navigation buttons used in Captivate. I've heard them refered to as skins. The are in the PlaybackSWF folder in ProgramFiles\Adobe\Captivate3\Templates.

    I can't help but to wonder if they work the same. I haven't seen an SDK for Captivate.
