Can't adjust minimum height in responsive project

I have a text box, and for some reason, I can't seem to make the minimum height smaller than 30px.  What am I missing?  I don't have the lock have the lock position and size checked either.

    Some items have a minimum height. By "text box" do you mean a text caption?

    It has such a minimum. Try a shape as text container.
